Guidelines for Opening Up America Again

 

New decision tools released by CDC

CDC released new decision tools to assist with operational decisions during the COVID-19 pandemic for childcare programs, youth programs and camps, schools, workplaces, restaurants and bars, and mass transit.

CDC released interim guidance for administrators of U.S. institutions of higher learning on how to develop, implement, and maintain a plan to ensure the health and safety of students, faculty, and staff.  (Here)

CDC published additional information to assist public health and government officials in making decisions on when and how to reopen communities and specific settings.  Within the 60-page document, Appendix E provides a standard way to look at the gating criteria in the Opening Up America Again guidance, and Appendix F is intended to assist establishments as they open and is a supplement to the decision trees recently published by CDC.  (Here)

 

FEMA Exercise Starter Kit

As organizations across the country plan for when and how to resume full operations while protecting the well-being and safety of their employees and communities, FEMA has created an Exercise Starter Kit to help organizations facilitate their own internal workshops based on reconstitution planning principles, the White House’s Guidelines for Opening Up America Again and a FEMA fact sheet on “Planning Considerations for Organizations in Reconstituting Operations During the COVID-19 Pandemic.”

The Exercise Starter Kit has been a collaborative effort by FEMA’s National Exercise Division and National Continuity Programs in support of the COVID-19 Task Force on Continuity of Operations and Essential Services.

 

Guidance for Healthcare Providers

The Centers for Medicare & Medicaid Services (CMS) released recommendations for re-opening facilities to provide non-emergent non-COVID-19 healthcare during Phase 1 of re-opening America.  To learn more about those recommendations, click here

 

Guidance for Nursing Homes

CMS announced new guidance for state and local officials to ensure the safe reopening of nursing homes across the country.  CMS is recommending that nursing homes do not advance through any phases of reopening or relax any restrictions until all residents and staff have received results from a baseline test.  In addition, CMS recommends that state survey agencies inspect nursing homes that experienced a significant COVID-19 outbreak prior to reopening.  Finally, CMS recommends that nursing homes remain in the current state of highest restriction even when a community begins to relax restrictions for other businesses, and should be among the last to reopen within the community, to ensure safety of the residents.  (Here)

 

President Donald J. Trump Convenes Members of Congress to Serve on the Opening Up America Again Congressional Group

Today, President Donald J. Trump and members of his Administration hosted phone calls with Republican and Democrat Members of the House of Representatives and Senate serving on the Opening Up America Again Congressional Group.  The President announced that he will soon provide guidance to America’s Governors to determine their ability to reignite the economies in their respective States.  The dialogue between the President, senior Administration officials, and the bipartisan group of Members of Congress also included a range of topics, namely the need for additional funding for the Paycheck Protection Program, the international and domestic supply chains, ways to energize the economy, surprise medical billing, clarifying the difference between essential and non-essential workers, mental health, and relief for small businesses.

Additionally, the Opening Up America Again Congressional Group discussed the rapidly expanding access to COVID-19 diagnostic and anti-body tests, ventilators, face masks, and other PPE.  President Trump was pleased to hear such positive feedback from the Members about the work that the Administration is doing to keep America healthy and prosperous, and thanked them for their participation.
